The wonderful thing about magic is the illusion caused by misdirection. This book has a fair amount of misdirection, flea flickers, and curve balls. So I'm going to forget everything we think we know and re-imagine what this verse could mean.
I've started with researching what 982 could mean. It's obviously on a train but it's also the country code for Iran. Coincidentally, Houston TX has the largest population of Iranian immigrants in the US. What if this hint is not about the train but about a specific part of town? I'm gonna stew on that as I go into work today.
